Underdevelopment Defined

"The denial of development to a region, often through a process of active disinvestment from that region, or through the "mining" of that region's resources with little economic return to that region. The process of underdevelopment leaves a place with low levels of infrastructure, and the people marginal to the centers of geopolitical and geoeconomic power. The theory of uneven development and the idea of a see-saw motion of capital assumes that underdevelopment in one area is a necessary component of development in another area."
